In today's environment outsourcing has become commonplace as it allows management to reduce costs and focus on core business activities. However, one downside to outsourcing is that the external auditor for user entities (organizations that outsource) can not easily assess controls at the service organization (i.e. organization providing services to the user entity)
As such, the International Standard on Assurance Engagements (ISAE) No. 3402 - Assurance Reports on Controls at a Service Organization, was developed for public accountants to issue a report for user entities and their auditors. The report addresses the controls that are likely to impact the entity's system of financial reporting.
